The rule's real function is forcing the second quote into existence: never decide repair-versus-replace with only the repair number on the table.
Adjustments that move the line: under manufacturer warranty, always repair through the warranty route (the rule doesn't apply — the repair is free or cheap); above 15 years, the line drops toward 30–40% because the remaining life being purchased shrinks; and where the failed part is the heat exchanger itself, the arithmetic usually skips straight to replacement — it's the boiler's heart, and its price plus labour rarely clears any sensible threshold.

Efficiency is the quiet line item: a pre-condensing veteran (roughly pre-2005) running at 65–75% against a modern unit's ~90% wastes real money every winter — commonly £150–£300 a year on typical usage. On old non-condensing boilers, that annual saving genuinely part-funds the replacement; on a 10-year-old condensing unit, the efficiency gap is small and shouldn't be used to sell you anything.
Timing: the variable you control
The most expensive boiler is the one bought in January from a cold house — distress purchases pay demand premiums and skip comparison quotes. If your boiler is elderly and the current fault is repairable, the often-optimal play is: repair now, then quote replacement calmly in spring when installers compete, and schedule it on your terms. The repair buys the timing; the timing saves more than the repair cost.
The exception is the boiler that's telling you it's finished — heat exchanger failure, repair quotes stacking toward the 50% line, or an engineer's honest condition report listing the next three likely failures.
